TRACK II: How can we coordinate policies and regulations on agriculture, food systems and biodiversity with other policies across different governance levels?

Track coordinator Madeleine Coste, Eurocities

IIA: From policy to action - strengthening food security in times of uncertainty through approaches integrating One/Planetary Health & Biodiversity
Organised by Anant Jani, Heidelberg University and Anna Bruen, ICLEI together with Jasmina van Driel, ZonMW

Drawing on Horizon Europe projects to showcase actionable pathways, this workshop explores how research and innovation integrating One Health and Planetary Health frameworks can support resilient, health-centered, and biodiversity-supportive food systems. Small-group discussions will focus on how cross-sector collaboration and policy innovation across the food value chain can strengthen food security locally, in Europe, and globally during times of crisis

IIB: Coordinating policies and regulations to shape food environments in favour of cultivated biodiversity
Organised by Yuna Chiffoleau, INRAE together with Dalia Mattioni, University of Pisa

Today, three crops, wheat, maize, and rice provide 60% of global food energy , leaving societies and ecosystems vulnerable. Across Europe, policies already exist to support biodiversity, from plant breeding to consumption, but they remain fragmented and poorly coordinated. This workshop will explore how to align policies and regulations for reducing the reliance on monocultures and fostering cultivated biodiversity by creating food environments that bring diversity back to our plates and our regions

IIC: Co-creating pathways for transformative food system innovation in Europe
Organised by Luka Gudek, VrijeUniversitait Amsterdam together with Juliane Gleitze, ZonMW

This workshop will explore pathways for integrating different sectors and governance levels to develop multi-level governance approaches for unlocking transformative food systems policy across Europe. Participants will learn about current governance challenges, explore real-world cases of multi-level policy coordination and work together to co-design integrated policy solutions aligning food, health, environment, and innovation to support systemic change across sectors and policy domains.

IID: Innovating coordination in European agrifood policies
Organised by Teis Hansen, University of Copenhagen

The scope of Europe’s agrifood system policies is vast – which makes coordination difficult and important at the same time. This workshop explores how to improve coordination to avoid inefficiencies and contradictions. Participants will discuss existing coordination efforts such as cross-compliance requirements in the Common Agricultural Policy and propose new approaches with the ambitious aim of rethinking coordination mechanisms to strengthen sustainability across the EU agrifood sector.
